Withhold Presidential and Congressional salaries for the failure to pass federal budgets on schedule.

The US citizens entrust the President, the Senate, & the House of Representatives to pass a federal budget prior to the start of the fiscal year. We petition the President, the Senate, & House of Representatives to forfeit their taxpayer-funded salaries for every day past Sept. 15 that a feasible budget & all required appropriation bills are not signed into law for the upcoming fiscal year in recognition of their failure to fulfill their duties. Any salary forfeited is non-refundable. This forfeiture shall only apply to elected officials. Fiscal years run from Oct. 1 to the following Sept. 30. The Department of Treasury shall deem the budget & appropriations feasible. A feasible budget is either balanced, yields a surplus or contains complete provisions to incur federal debt as needed.
