When I use my credit card, I commit to the obligation of paying off the balance to the creditor. Like wise, when congress votes on a budget, they commit to meeting the obligations of spending on that budget. If need be, congress is required to raise the debt ceiling without question or debate. This duty is mandated by section 4 of the 14th amendment of the U.S. Constitution.
As a result, salaries of Senators and Congress should be withheld since they ar part of the budget they voted on for the following reasons:
1) You should not be compensated for not doing your job
2) Since salary is part of the budget voted on, it should be categorized as the least important critical expense to meet
3) Don't vote for an expense if you don't intend to pay for it
