Failure of Congress to compromise and pass a budget has a dire effect on federal employees and their ability to contribute to the economy. Continued belligerence and unwillingness to compromise cannot be tolerated from either side of the aisle. Successful implementation of this proposal would result in withholding of the salaries for members of Congress if they fail to agree on a federal budget or continuing resolution no later than 60 days before the start of the following fiscal year.
