A Filibuster is the use of obstructionist tactics, especially prolonged speechmaking, for the purpose of delaying legislative action.
Between 1840 and 1900 there were 16 filibusters. Between 2009 and 2010 there were more than 130.
We've watched the decline of cooperative problem-solving in Washington, and the filibuster is at the center of the problem.
