Use the physical Internet to cut terrorist access to any social media. Use these internet cuts as pressure for Iraq, Lebanon, and Turkey to require their cooperation n destroying ISIS or they, too, will be cut from the Internet. For ISIS members outside Syria, track their ip addresses and arrest them.
