Edward Snowden admits to violating the law. There are mechanisms in place to properly report violations of the Intelligence Oversight regulations. He choose to ignore all of them to make a public statement, fled the country, and is granting interviews. He should be extradited to be tried in court. A trial would allow for better resolution of any problems that he is reporting with oversight. Fleeing the country then releasing classified information is not the way to fix things.
