The US Postal Service continues to run massive deficits because of requirements placed on it by the legislative branch. These include franking privileges for the legislative branch, funding requirements for future retiree health care costs, and an outdated and inefficient review process for rate increases.

We ask the President to work with Congress to:

1) Require the legislative branch to pay for the costs of sending mail to its constituents.
2) Align health care funding requirements with the requirements for other government agencies.
3) Allow the US Postal Service more latitude in determining postal rates. Users of the Postal Service should be required to pay what it actually costs to mail a letter.
