Over the decades congress has become less and less functional, and more and more polarized. Everyone seems to agree to this and complain about it. But, complaining doesn't make anything any better. We need to find the root of the problem. That root is Gerrymandering. Politicians are involved in the process of deciding who will select the politicians. This is a clear conflict of interest. As a result, in many cases, the parties feel they have come to own certain seats in congress. That is a truly repugnant thought. Districts tend to get redrawn to be solidly in one party. As a result, more and more congress-persons only face a challenge during the primary election. This forces them to shift toward the more radical base of their party. These tend to be the people who vote in primaries.
