James Madison wrote that a faction is ""a number of citizens, whether amounting to a minority or majority of the whole, who are united and actuated by some common impulse of passion, or of interest, adverse to the rights of other citizens, or to the permanent and aggregate interests of the community."
A vocal and powerful minority faction has the power to sway the voice of the people to vote against the will of the people. Factions create political cowardice: voting to stay in office rather than voting with public opinion
We need to return to an age where Congress is not afraid of a vocal minority buying them out of office. And the way to stop this is by creating term limits for members of the US Senate and US House of Representatives.
