Work with Congress to pass and sign a Gun Owners Safety Act. The legislation should restrict purchasing of rifles, handguns, and ammunition to individuals holding a Gun Owner License, establish minimum requirements to earn a Gun Owner License, and should address:
• requiring States to adopt knowledge and skills testing to ensure that individuals who are required to have a Gun Owner License are qualified to safely operate the weapon,
• requiring a criminal background check and mental health evaluation as part of the Gun Owner License process, and licensing renewal process,
• establishing minimum licensing standards and information requirements for the Gun Owner License that States issue.
