Using funds that are already allocated to be spent, create a trust that the public as a whole can apply to for a minimum of $2k to a maximum of $25k in order to create vault or purchase of gun safes to store and secure firearms or other valuable items from theft or unwanted handling. The certificate would only be redeemable at a reputable dealer/installer. The same trust could also be petitioned in order to pay for fully or partially training courses for new purchasers of firearms or refreshing courses for current owners in which the funds would cover purchase of ammunition, range maintenance and pay for trainers. Local LEOs should also be encouraged to attend in order to meet with the armed public in order to reduce the 'us vs. them' attitude held by both law-enforcement and non.
