The President should work with congress to redefine ownership of personal data in the digital age to give individuals ownership of their own information.
Since people pay for internet, phone and a host of other services, I would submit they also OWN what they choose to transmit over those services. For without their purchase, none of that data would even exist.
Since personal information is owned by the individual, businesses or anyone else who wants that personal information for their business would be obliged to explicitly obtain the owners permission first. Personal data has value as a commodity and as such businesses have no right to it other than by explicit permission.
The US needs to take the lead in defining the rights a free people require to stay free in the digital age.
