Set up a "guest-worker" program that requires an illegal immigrant to undergo a criminal background and intelligence check, pay a fine, agree to pay all back taxes, learn English, and get in line behind those who have legally immigrated into this country in order to apply for permanent residence after a probationary period of years before receiving any financial or legal benefits afforded to citizens.
