The President must convince Congress to pass this amendment.
Section 1. Nothing in the Fourteenth Article of Amendment to the Constitution of the United States of America shall be construed to compel the government of the United States to confer citizenship upon any persons born within the United States or any political subdivision thereof.
Section 2. This article shall take effect one year following its ratification by the several States. All persons born prior to the implementation of this amendment in the United States or any political subdivision thereof are citizens of the United States of America.
Section 3. This article shall be inoperative unless it shall have been ratified by the requisite number of State legislatures within seven years of its submission to them by the Congress.
