If Iran truly seeks nuclear power as a means for peaceful electricity of their cities, then why not work with them to do just that.
Help them build, design nuclear power-plants for electricity based on thorium, NOT uranium. You see uranium based nuclear power plants result in the waste by-product of plutonium which is in-turn used to create nuclear weapons. Our policies so far has been to do everything we can to stop Iran from creating a nuclear reactor. When all else fails re-think our approach.
Thorium is safer and produces less radioactive waste, and that waste cannot be turned into nuclear weapons.
If we declare to the world we have decided to help them build a safe thorium based reactor and they refuse, well then the world would get behind us to not allow a uranium based reactor.
