By requiring a (first time offense) mandatory warning through a "cease and desist" letter in cases of alleged copyright infringement, we can put an end to the predatory practice know as copyright trolling, whereby large organizations prey on small businesses and individuals to extract large sums of money under threat of legal prosecution.

This widespread practice is detrimental to our economy and the growth of small businesses and puts an undo burden on our legal system, often attempting to treat simple, easily made mistakes as criminal activity.
