Set a goal of a simple 10% income tax on every entity which earns income. No minimum fee, no maximum fee, no excemptions. This includes those receiving government benefits, such that they get used to paying taxes in preparation for when they do become contributing members of society. Also, reduce federal spending such that it is no more than the revenue received.
