Pass a law allowing all US born citizens to have tuition paid in full to any accredited four year college or university. Tax businesses to pay for this, as they will be the bennificaries this act. Require the students to join the military, or volunteer with a charity of their choosing while taking advantage of this program at a minimum of 1000 hours a year.
