write a bill allowing educational rights for students with disabilities to get a high school diploma and attend college.

I would like to propose a bill to have a review of the educational system for disabled students to provide them with an accurate level of job/world information to get a high school diploma for those with a GPA of 2.0 or higher so they can attend college and have a better chance of success. For this we need to look at the average level of intelligence special needs kids possess and offer a tailored curriculum and criteria that allows them to get a high school diploma. We could also base the placement in the new program on Individual Education Plan or IEP credentials.
