Write an Executive Order to mandate OPM to issue FSA debit cards for Healthcare and Dependant care accounts.

Currently OPM requires government civilians to basically pay twice for FSA accounts (Healthcare and Dependent Care Accounts). Once when it is deducted from civilian pay checks and second when we go to use the FSA approved service and then seek reimbursement. We are petitioning the Obama Administration to draft an Executive Order to mandate that OPM issue FSA Debit cards, just like private industry, so FSA approved charges can be billed directly to the FSA account. This will eliminate the need to file for reimbursement through the OPM website and will reduce paperwork and cost to the government (hence the taxpayer) for the processing of FSA approved expenses.
