Illinois has a FOID card. Firearm owner's identification card for purchase of weapons and ammo. Why not eliminate the state issued FOID card and create a federal card and expand the ATF to supervise it. This eliminates those with records, the mentally ill and other's who don't pass the federal background check's. If the mental health of anyone in a household is in question then the hospital, social worker, or doctor should have step's to follow to report that to the ATF and a visit should be made by local social worker (escorted by local police depending on severity of the issue) to ensure that the house is safe for all those concerned.
