The government of the united States under the EPA Shall Baseline in KWH used the fuel electricity, natural Gas and water usage (water being measured in Watts to purify and pump the water to that municipality) for a municipality. Then set a goal that all government entities that receive federal funding in towns or cities with a population exceeding 100,000 shall commit to a baseline study of these resources used within the next 10 years. Once that baseline study has been conducted over 5 years as an average the community in question. will submit a 20 year plan to reduce consumption or to offset consumption of energy used by the government of 5 % per year in either increased power generation or reduction of power used.
