If a young people will not fulfill the following responsibility, or do the following not allowed things, maybe will be reduced their credit history, specific:

7 Initiate and participate illegal parade, demonstrate to protest often. Or initiate and participate strike, student's strike, shopkeeper's strike, stir up trouble often. And the person refuse to repent usually.
(be applicable over 16 years of age)
8 Insult national flag and national emblem. (be applicable over 15 years of age)
etc.

If a person when he (or she) under 18 years of age, have some bad credit history, when he (or she) will be over 18 years of age, he (or she) will fulfill responsibility active, can be eliminated their bad credit history easily.
